Legal Status and Duties of a Regional Council

With the establishment of provincial councils by the 13th constitutional amendment inserted in the 1978 Constitution of the Democratic Socialist Republic of Sri Lanka in 1987, the subject of local government was also integrated with the working procedure of the provincial council. Accordingly, through the provisions of the Local Council Act No. 15 of 1987 and other related laws, provisions have been made in two hundred and twenty-six (226) clauses that include all powers and responsibilities related to the following functions of a local government body. Those functions and functions are classified under the following categories. are specified in the Act.

  • Powers and functions relating to roads.
  • Powers and functions of public health.
  • Currency and assessment taxes.
  • Supervision and control of local councils.
  • Supplementary provisions relating to local councils.
  • Charges, compensation procedure and proceedings, powers and responsibilities of officers, interim arrangements and arrangements.
In addition to the provisions of the Basic Act for a local government, there are a number of delegated ordinances and laws.

Within the legal framework mentioned above, a regional council conducts its affairs. Within the legal framework, decisions are made in a council consisting of public representatives elected by the people of the area. Accordingly, there are many tasks performed by a local council in order to protect the resources for the people of the area and use the resources effectively and efficiently as well as to improve the quality of life of the people.

  • Maintenance and cleaning of all roads, streets and open spaces assigned or handed over to the council or owned by the council.
  • Expanding and maintaining roads, setting aside open spaces, carrying out activities necessary for the development and improvement of the local council jurisdiction through public development activities and implementing and reviewing new project proposals.
  • Curb all common public hazards.
  • Creation and maintenance of public services necessary for the welfare, comfort and facilities of the people.
  • Improving public health, welfare and sanitation services in the local council area.
  • Provision, maintenance and control of services related to the fulfillment of drinking water needs of the local council area.
  • Collecting revenue for the local council fund and maintaining good financial management as specified in the Act.
  • Health care activities.
  • Liaising with other government agencies.
